As the regional capital, Faro developed primarily as an administrative and civic hub rather than a traditional tourist destination. In recent years, however, it has embraced its cultural identity, emerging as a vibrant, people-centered city where creativity, heritage, and community shape a dynamic 21st-century urban life — attracting both visitors and those who call it home.

Faro’s bid for European Capital of Culture 2027, though not awarded the title, was a successful journey that placed culture at the heart of the city’s future.

Faro’s candidacy for European Capital of Culture 2027 was a collective and strategic effort that involved, directly and indirectly, more than 3,000 people — including artists, cultural agents, institutions, and citizens. Through this process, the city developed a long-term cultural strategy that redefined the role of culture as a driving force for sustainable development and community resilience. Beyond the title itself, the bid fostered a more international and collaborative outlook, boosted confidence in the local creative ecosystem, and laid the groundwork for a stronger investment in the cultural and creative sectors.

Faro Municipality: Driving Cultural Development Through Public Commitment

The Municipality of Faro is the public authority responsible for governing the city, promoting its sustainable development, and ensuring the well-being of its citizens. With a strong focus on culture, heritage, and innovation, the municipality has been actively investing in the creative and cultural sectors as key pillars of local development. It plays a central role in fostering community participation, supporting cultural initiatives, and building strategic partnerships at regional, national, and international levels. Faro is represented in the Culture Next network by Teatro das Figuras, the city’s municipal theatre.

Who represents the city

Bruno Inacio

Bruno Inácio believes in the power of culture and creativity to transform places and people. With a background in Marketing, Sociology, and Public Administration, he has experience both in the public sector — working closely with local authorities — and in private enterprise.

He coordinated Faro’s application for the title of European Capital of Culture 2027 and was one of the founding members of the European Creative Rooftop Network. He is part of the executive team of Culture Next and a member of the Policy Club of EIT Culture & Creativity.

Bruno also served as a member of the Portuguese Parliament. Passionate about bringing people together and launching new projects, he is a strong advocate for European cooperation.

He also believes everything evolves — he didn’t like peas, and now he does. A former cycling referee (yes, cycling has referees!), he still hasn’t learned how to swim.

Paulo Santos
Deputy Mayor of Faro

Paulo Santos has been the Vice-President of the Municipality of Faro since 2013, overseeing key areas such as Culture, Museums, Libraries, Municipal Archives, Sports, Innovation, Digital Transformation, and Information Systems.

With a long-standing connection to the municipality, he also served as a councillor between 2001 and 2005. He currently chairs the Board of Teatro das Figuras, Faro’s municipal theatre, reflecting his strong commitment to the city’s cultural development.

A native of Faro, he is known for his dedication to public service and for promoting a more innovative, inclusive, and culturally vibrant city.

Gil Silva
Director of Teatro das Figuras, Faro’s Municipal Theatre

Gil Silva has been the Director of Teatro das Figuras, Faro’s main cultural venue, since 2017. With a solid background in economics and specialised training in performing arts management, he has been part of the theatre’s team since its opening in 2005, taking on roles in production, programming, and interim direction. This experience has given him a deep understanding of the institution’s artistic and operational dynamics.

As Director, he has fostered a diverse and inclusive programme, blending established names with emerging talents and community-driven initiatives, reinforcing the theatre’s role as a cultural hub for the region.
